Head of the International Affairs Committee of Russian Federation Council Mikhail Margelov , said that the general amnesty announced by President Bashar Al-Assad , will contribute to the settlement of the situation in Syria .
Margelov said in an interview with "Interfax" , "If this amnesty is general one, it will be actually an important contribution to the political settlement of the situation proposed by Assad in January 2013" . Adding that this is the third amnesty announced by Syrian president, the two previous amnesty decrees were in January 2012 and last April which were selective and include those sentenced to death and the participants in demonstrations against the government .
He continued , saying , "the determent of Syrian leadership to achieve this program comes at an appropriate time : first, the Russian proposal to destruct Syrian chemical weapons far away the" red line " the West was planning to bomb Syria after crossing . Secondly : leaders of the West lost the support for their plans within their countries. Thirdly : despite the difficulties , the preparations for "Geneva – 2" are going forward.
