Speaking to the newspaper " Rossiyskaya Gazeta" , Sergey Lavrov, Foreign Minister of Russian Federation, declared that Syria at the end of this month, will hand a detailed report on its nuclear arsenal  to the Organization for the Prohibition of chemical weapons, where he said , " on September 19, Syria provided the Organization for the Prohibition of chemical weapons its initial report on its chemical arsenal, and experts  regard it appropriate for this stage , so there is no reason to suspect that Damascus is hiding something , and  Syria is expected to provide in late October a more detailed report , in accordance with Article III of the Treaty on the Prohibition of chemical weapons . Lavrov emphasized that Syria has announced that it will commit to the conditions provided by Treaty  of banning chemical weapons  even before October 14.  He said, " in 14 September Syria handed over to the Secretary-General of the United Nations , the person who  reserved has the original copy of the Treaty on the Prohibition of chemical.

At the same time,  Damascus confirmed that it would begin implementing  the Treaty even before  the official date officially on 14  October . The minister noted that" if UN Security Council received accurate information confirming Syrian failure to meet the terms of the destruction of chemical weapons treaty  , or about any part  using  toxic substances, UN would act in accordance with its rules and mechanisms, including coercive measures under Chapter VII of the United Nations Charter, "he continued :" it is very important that these conditions are imposed not on the regime in Damascus only  , but  on the opposition as well. I also want to refer that Resolution No. 2118 prohibits providing chemical weapon or its components to non- State actors and  impose a special responsibility to abide by this prohibition by the neighboring countries of Syria. "

Lavrov saw that some international parties are looking for excuses to use force to achieve their own interests, and that some countries are trying to find an excuse to use force to achieve their own interests , " 70 years ago the use of force in international relations wa familiar , since counties only need to find an suitable excuse for their actions . , but this situation changed after the end of World War II , and use of force became legally justifiable only in self-defense or if UN Security Council issued a decision in this regard  ".  

 He continued: " countries refrain from using force as a means of achieving their political interests because of the contemporary system of international law which has proven principles of the Charter of the United Nations , but it must be recognized that some countries based on their own interests are trying to justify exceptions to the general rule that prohibits the use of force . Shortly we heard worrying statements about relative eligibility to the use of force in this region for special interests " . He added  "It is clear to us that some countries are undermining the principle of refrain using force verbally or in practice,  those countries  have no right to expect others to respect the same principle . This is a dangerous path leads  to destruct the basis of international relations , as  no country cannot  no matter how powerful was  to develop normally in conditions of inevitably chaos if resorting  to force without restrictions. "
